There is no "mea culpa", and there is not, because they simply institutionalized corruption as a normality, as a culture, that is why in the absence of recognition of what is "bad" there can be no guilt, and the lack of reference of the law and the conscience of guilt has made these individuals act without the slightest shame, politics turned it into a perverse profession where there is no guilt or remorse.
