Many of us who are not so young, we live in social times in which the closeness with the other, the relative, the neighbors, friends and contacts was clear, although there have always been borders (walls, fences, fences, etc.) that demarcated a property on the other, you are not separated, on the contrary, they were extensions of our houses and properties, how easily we eluded and jumped to be with the neighbor, and be part of that family, an other who did not have that burden of strangeness and hostility We live today. I still remember how in the corridor of my house we fell asleep after a day of intense closeness, games and talks (without the coldness of the dialogue), and seeing my mother wake up so that we could go to sleep with my brothers and I to our beds , and my neighborhoods to yours.
Now we wonder how we have been losing neighborhood, and the community act has been transformed into a simple approach to ensure our interests, the fuck the other !, the world is me and my desires, and how we have closed, with the predominance of the system and the vision of life of neo liberalism, the community in the sense of fraternity, brotherhood, and of feeling the other as oneself.
The world is not the same, although always the war and the struggle between Apollo and Dionysus, between good and evil have been present, we could achieve synthesis that would overcome those contradictions and create common spaces, where both Apollo and Dionysus were satisfied, good as evil, without living together with the other was mortal as we live today, today we see how it seems that culture is losing the fight against the instinct of destruction and death that our psychic structure contains, how the sources of displeasure come from hands of the man himself, and safe in those hands is to stop that self-destruction and recover the community act that made us make home around the fire.

Making community does not imply giving up our differences and identities, it does not imply intolerance, but incorporation and construction of new spaces and common acts, where, without ceasing to be, I can be the other or the others.
The idea of a universal man has failed, and therefore, globalization is the traps where the faces of the people were disfigured, and from which each day they want to free themselves.
The return to the premises is inscrutable and urgent, this implies recovering the community act, and ontogenetic and phylogenetic return by our same steps to the common place where it was possible to tolerate each other.
We have to change the idea that only the State is responsible for what happens in the res publica; guarantee security, progress, justice, etc., with a minimum of citizen participation, the current times demand radical changes of epistemological and ontological perspectives of the social, in which it becomes effective to govern for and with the people, that the channels of participation citizen strengthen and expand, and move from an electoral democracy to a true citizen democracy, there really is no other way if we want to confidently face the state of social and political crisis that Mexico is experiencing.
Of course, it is up to the State to create and implement public policies of mass rapprochement with citizens for the care and incentivization of the community act, and in co-responsibility, society must be aware that its role in the process of restoring the normality of the Institutional functionality is fundamental, we cannot continue, the people, acting oedipally, and wait, as if it were only their responsibility, for the state to face the permanent attack on the rule of law and social cohesion, to think that only the state corresponds to it will resolve the irrational war that is still being fought for power, the work of recovering the certainty of the lost future, and fundamentally, of winning the fight that is being fought to recover the tranquility and the proper functioning of our public spaces, in short, of power of individuals live in society in peace, progress and security.
That is why it is unfortunate to see how the clothes are torn apart by the media, the political verbiage, the analysts plus ultras, and to observe how in the coffee forums "the warned" and interested in politics, wondering what to do before the outbursts that The state of crisis, uncertainty and fear that lives not only the same state, but society in general, spit in our faces.
When our doors knock death, and see how the welfare state deteriorates gradually, and poverty increases progressively, we know that something serious is happening in our country, and the worst, that there is no exception, no place or content , all indicators are colloquially said "of turnip" (said of a particular issue, which is in a bad situation, is in bad condition, is in bad taste or looks bad), and the vulnerability of the state is evident.
It is therefore urgent institutional programs municipal citizens, today more urgent that a return to the local, a return to the natural spaces of dialogue and collective life, more today than politics, its effectiveness, to organize and plan life in society passes to recover the spaces of representation to test new instruments of effective citizen participation.
The municipalities represent the main cell of the republic, so reactivating and creating these spaces of citizen representation from the local level can make the community act recover from the municipalities to get to know us and reflect on the past, enriched from the present, and initiate a process of citizenship of social participation, that is to say, to combine History with current Thought, in order to strengthen the framework of coexistence, values and ideals, and mainly the ethics that give sustenance and identity to "the Veracruz" from the difference in this case, as well as from that vital encounter, to promote contributing to the solution of the serious problems experienced by the towns (municipalities) of Mexico.
The story we are talking about is not unique or exclusive, therefore, everyone from its singularity can live it again without uncertainty, know it, spread it and interpret it, and thus, be an active part of it, thus contributing to the construction of a Better future for our municipalities. With this we can spread the History of the municipalities and their Illustrious Citizens, and promote an individual and collective reflection, thereby promoting an open and plural dialogue between the inhabitants. Exchange experiences and discuss what we were, we are and we want to be; that the dreams and promises of those who preceded us, and also of those who build the current of our peoples, be appreciated and valued.
In short, recovering the community act is the challenge of our times.
