Co-responsibility between rulers and governed

Theoretically, democracy is "the government of the people," in the understanding that the people choose their rulers, and they must obey what the people command, "command to obey," and this co-responsibility of "the governed" is given initially. through effective suffrage, and then through citizen participation channels that should, in one case, feed government programs, public policies, and prospects for governance and the rule of law. This points to a co-responsibility between rulers and governed, that is, that the responsibility of the "governed" does not end in casting their vote on the day of the election day.

It is said that he who comes to rule must do it for all without distinction, and he is permanently demanded by all means, because unfortunately this did not happen, the ruler ruled with a partisan and particular bias, there were no autonomous institutions, and the power it was exercised from a personal power goal that was far from legality and legitimacy, they understood that the legitimacy that gave the polls was an authorization to exercise personal power and an exercise of public institutions arbitrarily in favor of the interests of a few, that is how we saw that “public institutional functionality did not exist” as such, since without shame the institutions were used according to the interests of the ruler and his political group.

This narrative was reducing the capacity and duty that the state has to ensure the interests of all, and ensure, with the ability to exercise violence (punishment), peace, well-being and happiness of citizens and their peoples. We cannot place in a present time the responsibility of the social crisis, especially with regard to excessive violence, lack of public security, and poverty, since what we are experiencing was a gradual degradation of the institutional functionality of the Mexican state, and that today it can be corroborated that insecurity and lack of employment are the main concerns of Mexicans.

Facing that “degradation of the institutional functionality of the Mexican state” is not an easy task, since its symptom “corruption” was and is culture, and therefore, normality with which we Mexicans have lived in society, the short way, Without respecting the rules of the game of life in society, it was preferable to form and wait for the turn according to the law of the institutional order, the popular saying "he who does not move does not advance" operated and still operates in the collective unconscious of Mexicans. That is why it is pathetic to observe small groups of the Mexican political class wishing for the return of that ominous past, where being a politician was to ensure rapid and effortless progress, of course at the expense of the public treasury, or even see them affirm that past governments are better than the current one, and more disgusting to see an ex-president like Vicente Fox assume himself as an example of “efficient and tried ruler”, knowing the Mexicans that in his period of government the best bonanza of oil prices was given and did nothing to narrow the gap between those who have everything and the millions of Mexicans who have nothing, and that was part of the waste and abuse of public power, another period of corruption and stupidity, there is another guilty of the "degradation of the institutional functionality of the Mexican state ”unpunished, without being punished yet.

The one who governs must govern for all, and that the political confrontation ends on election day, and the one who wins must understand that he has no party to govern and the one who loses must recognize and support the one who wins to govern, and the latter it implies helping from a constructive and intelligent criticism, understanding that there are issues on the public agenda that are part of national interests and that, therefore, all without distinction we must join them to face them, as is the case of insecurity and poverty, and that what is happening with those parties and that outdated political class that continues to oppose from stalking and stupidity, without the ability to propose intelligent solutions or alternative proposals to face in solidarity the serious problems that Mexico is experiencing does not happen.

In that obvious nuance that "democracy as the government of the people" implies that "he who governs must govern for all", and "the governed must participate with the ruler" is the crux to face the serious problems that Mexicans live.

It is not an easy task to face the "degradation of the institutional functionality of the Mexican state" because this implies regaining some lost mental health, goodwill, intelligence, nationalism, and fundamentally, brotherhood.

Personally I think we should all reflect on our role in that necessary and unavoidable transformation of Mexico, let's call it what we want so as not to hurt susceptibilities, although I think there is no time for susceptibility, because Mexico faces serious problems that need to be addressed and I know that without The will of all of us will not be possible to solve them. It is at stake what kind of society we will inherit to our children, and personally I am terrified that my children live in anxiety and uncertainty, that they cannot walk through the safe streets, that they cannot have the opportunity of a well-paid job that allows them a better life, and that they cannot be happy with a violent, selfish and cowardly society.


Today we are facing a historic watershed, or we assume the challenge of building a better Mexico or we will face more violence and uncertainty, there is no other choice, there is no other policy, or another moment.
