About a critical and civilized society

On October 10, 2016, I published a text that I titled, "Veracruz: on behalf of those responsible for the deterioration of a society," where I made some observations that I believe are pertinent in the current times,

"Some time ago I was a candidate for local deputy for the district of Xalapa Urbana, as I did not have the option of independent candidates, I looked for a party that would nominate me, and thus be able to participate and propose a series of legislative initiatives to improve the lives of the citizens of Xalapa, for which I took on the task of preparing my legislative proposal to present it to the voters of Xalapa Urbana. Initiated the electoral campaign I began my political journey with 100 posters with the legend "Let's clean politics", and 5000 triptychs, it would seem that this legend after more than a decade would be a warning of distrust and the dangerous (by its consequences) in which Politics and politicians would become Veracruz. "

"Two events would like to highlight, beyond my failure as a politician, since, with a motorcycle, 100 posters, 5000 triptychs and a legislative proposal could not be won, since I lacked the main thing, the glass beads and the complicity with the professionals of power and deception: One, before the unaccustomed then we had of the debates, I requested that in that district a debate be allowed; Fortunately, I was granted such a request, and a debate was held; thinking from a minimal logic that the debate would be a confrontation of ideas and proposals, I gave myself the task of presenting my proposals and legislative ideas; the next day, unite "all the free media of Veracruz," mainly the written press, stressed the citizen X (who was not me) won the debate, "although only his zen salute of the PRIAM candidate is remembered , and the absence in its narrative of legislative proposals, but since at that time many media were bought by the State, the political class in power used them to legitimize themselves in the public power. "Two, the first thing that I found in the citizens that I visited to ask for their vote was a void social vocation and ignorance of what it means to exercise the vote; After my tirade of the legislative proposals, the vast majority asked me what I had brought them or what I would give them, making silence to a minimum dialogue that would allow them to have elements of judgment to decide their vote "

"Today Veracruz presents itself with an unfortunate scenario, politics has failed, the rule of law is absent, society suffers the consequences of its lack of understanding that the construction of public spaces and politics is a co-responsibility, and that the irresponsible vote brings consequences, we cry out to clean, claim and operate the policy to address the deterioration of our frameworks of coexistence and viability. And the worst thing is that we do not know what to do to return to our streets without fear, to have certainty that we can support our families, to give certainty to the future of our young people, and to make Veracruz a benchmark of civility, pride and hospitality. "

"A while ago talking with a good friend, who told me about his concern about what happens in Veracruz and what has to be done, I told him that the first thing we should understand is that this deterioration is not only the product of a bad political class , sick, and improvisation; but also of an irresponsible and complicit society, which has empowered that political class that has long ago signaled its decline, and lack of intelligence and vision. That we do not think that that same political class resolves that deplorable state and deterioration of our society; without first understanding that they have to annul their passions and vortexes of power, that they have to bury their cursed legacies of power, that they leave their unhealthy rhetoric for a frank and serious dialogue, that they make politics the instrument to solve the pain they live our peoples. And that, only summoning everyone equally to the rescue of Veracruz, and citizensizing politics with strategies that involve all Veracruz citizens in governance, we could really change the destiny of our State. "

"Two are the most serious problems Veracruz faces, insecurity and poverty, for the first, the institutional way to militarize our streets, restrict our liberties, arm the citizens, put the guilty in jail, convert any citizen in scapegoating with obsolete crime prevention programs, it is more than rhetoric, the problem is multifactorial, and as such should be treated; for the latter, there is more to create sources of employment and combat job insecurity, you have to punish the white-collar criminal, you have to create a democratic economic system, and a free market system regulated by the State so that you do not create a world where a few Slim and millions of extreme poor emerge. Veracruz awaits those times, and has no margin of error or time. It's today, let's all take the word, and let's go to action, not a poor end or one more murder. "

"For this they would have to understand that this period of two-year government should not be partisan politicized or seen as the prelude or pre-campaign for the period of six; that this period is a stage of transition to lay the legal, social, moral, cultural and political bases to rescue Veracruz, a stage of citizenization of politics that generates strategies that involve all citizens in governance, only in this way could we really change the destiny of our state, otherwise we run the risk of more pain and suffering for our people. "

But it was not like that, that period of two years was more of the same, the public trapped in the personal interests of the group in power, and the institutional functionality subjected to humors and improvisation and deterioration, the lack of a healthy policy and inclusive that this elementary and priority time of transition did not meet the expectations of change, the PANRIP continued with the unhealthy practices and conceiving the public as a personal preserve where to satisfy their egos and fill their bags of public money, the dream that many Veracruz to see away the fateful dark and duartista-fidelista time was frustrated because it was "more of the same", as two molds cut to the same extent, without differentiation, and confirmed what Andrés Manuel López Obrador had denounced and labeled as the "mafia in power" and that ironically called "the PRIAN".

The satiety and citizen frustration made the last elections there was a new alternative in the federal and state government, and the MORENA phenomenon took on the challenge, one, of being the true democratic transition, and two, to solve the serious social and economic crisis that lives Mexico and Veracruz, crisis that has two responsible, decadent and selfish postrevolutionary political class, and the lack of civility of the Mexican people, and that should be noted.

In the current times, public life must be different; a critical and civilized society that understands that there is co-responsibility in the construction of this new public spaces to be healthier and more effective, public spaces that have to be formed with a new vision of public man and politics, and this implies investing the pyramid of public power and a governance where citizen participation is real, so it is urgent to build those legal and political instruments that allow and enable it.

Unfortunately, as I said, that democratic transition is in danger of failing once again:

One, because of the fratricidal war and the bad policy that is making what was left of the power of that decadent political class, the partisan opposition and some state and municipal governments, who are plotting their return to public power in the failure of that transition, and that It is very dangerous, because they are able to find in the diatribe and rhetoric the arguments to disqualify, and not in the legitimate proposal of government that must do to solve the serious problems that Mexico and Veracruz are experiencing, to place their hopes on the failure of this democratic transition that has no margin for error is to attack the same Mexican and Veracruz people; and that is unintelligent and disloyal; because today there is an urgent local and federal Agenda to be addressed, insecurity, violence, poverty and inequality, a Political Agenda that merits the participation of all sectors of society, beyond acronyms and group interests, a Agenda that has no margin for error, because that means more suffering and death (and not necessarily by violence but by poor nutrition and malnutrition of our peoples).

Two, for the lack of a social conscience that makes us understand that the rules of politics have changed, and that politics must recover its condition of "governing by obeying" with an inclusive and solidary listening; I am convinced that this political transition that Mexico and Veracruz are going through will put us in a more democratic, human, and more efficient public and political space as we all get involved and guarantee that it will not fail, today are times of the US, and not of you and me, and this is not a sentimental or romantic exhortation, it is a real warrant, there is no other way out, more than social consciousness.

If we make a line in time, we can say that from the postrevolutionary period, in half of that time the social and political institutions were built to organize the life in society of Mexicans, and the other half was the demiurge and obscurantist period that they made politics and the Mexican State, its functionality, juxtaposed to the interests of a political class, and for them, that political class built mechanisms and frameworks of complicity to maintain public power and a certain balance, a mechanism that made public institutions and to the same ad hoc State to the interests of that political class, political class that gradually deteriorated and gangrene by a generational change without "political office" (and I understand by "political office" the capacity of that political class to maintain a balance between public and personal interests), which destroyed all capacity for legitimation and interlocution with citizens. It is essential to understand that this culture of simulation, and that superstructure of power that was above the functionality of public institutions and the Mexican State itself was the most serious thing that that political class did, because practically the Political State, public institutions , and the rule of law were kidnapped and stopped working with autonomy and impartiality, properly the State and the public power was a personal matter, so the challenge is great of the new Government of the Republic and the State of Veracruz, because What they are doing is restoring the Institutional Functionality of the State, we are not even in the antechamber of making public policies, because all the institutional networks of the Mexican state were corrupted and functioning according to the interests of that mafia in power, and this is not little thing, since we have to have public institutions functioning correctly so that we can make policy that really solve the serious problems that Mexico and Veracruz are experiencing.

That is to say:

If we are unable to make the State function properly without being concerned and monitoring it so that corruption does not continue to gangrene, we will be postponing the urgent, which is to build the corresponding public policies to face efficiently the serious problems that our peoples and the citizenship.

If we are not able to join with full social consciousness to the transformation of Mexico and Veracruz, and this goes for everyone; media, political parties, citizens, in short, society in general, and conceive this transformation not as an ideological slogan, and understand that we live in a state of exception that poses a co-responsible Political Agenda, we will surely be postponing the recovery of Mexico and from Veracruz.
